Controller instance

# [DESCRIPTION](#DESCRIPTION)

Looks up the controller's "owner" entry in the ownership registry. In a build without fabrics support this always returns NULL.

# [RETURN](#RETURN)

a newly allocated owner string (the caller frees), or NULL if the controller is unowned, local (non-fabrics), or the registry is unreadable.
