cmd: Command data structure to initialize
idx: Index into the list of reportable Underlying Namespaces to start reporting from
list: User space destination address to transfer the data

Initializes the passthru command buffer for the Identify command with CNS value NVME_IDENTIFY_CNS_UNDERLYING_NS_LIST.
